HR Generalist (Balboa Park/Hillcrest)

    Summary of Position

    The Human Resources Generalist is an important member of the HR team and is responsible for various aspects of the HR function providing “HR business partner” support to managers and employees including staffing and recruitment, compliance, policy, compensation and benefits, LOA, performance management, employee relations and other generalist duties.

    Major Responsibilities:
    Major accountabilities include but are not limited to:
    • Administers and coordinates the entire recruitment function including personnel requisitions, job postings, screening and interviewing, recordkeeping and reporting, reference / background check / employment offer approval, offer letter, and other recruiting procedures with candidates, seasonal employees, temporary employees and interns
    • Manages the recruitment process for exempt and nonexempt employees using the Council’s standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce
    • Manages new hire on-boarding programs including compliance with I-9 employment verifications, preventing workplace harassment training, and other Council and regulatory requirements
    • Partners with HR Director and managers to communicate Human Resources policies, procedures, HR programs and laws. Ensures fair, equitable, and consistent application of policies and procedures
    • Counsels managers on employment issues. Coaches managers on effective strategies and tactical HR processes

    Other Responsibilities:
    • Support with the management of performance review programs, including providing expert advice and guidance to managers on annual and periodic performance reviews, commendations and awards, progressive discipline and other performance review/feedback situations.

    • Assists with compliance on state and federal employment laws and regulations, and other applicable regulations. Prepares reports in conformance with employment compliance or organizational needs
    • Takes an active role in understanding Council issues and developing/recommending approaches and solutions. Identifies opportunities for organizational effectiveness
    • Perform other duties as assigned

    Essential Requirements
    To perform this position successfully, an individual must be able to perform each essential duty satisfactorily.     • Bachelor’s degree in Human Resources Management, Business, Communications or Psychology preferred; but not required. Preferred PHR or PHR-CA
    • At least five years experience in an HR position is required, including experience utilizing HR concepts, practices and procedures
    • Excellent knowledge of current HR concepts and practices, and state and federal regulations related to the human resources field, including but not limited to FMLA, California leave laws, Preventing Workplace Harassment
    • Experience working with ADP PC Payroll for Windows and ReportSmith preferred.
    • Knowledgeable of and proficiency with computerized data processing, including but not limited to Microsoft Word, Outlook and Excel, databases, HRIS, etc. functioning at an intermediate level or greater.
    • Valid drivers’ license, proof of insurance, and access to reliable transportation. Daily and/or occasional travel may be required.
    • Have belief in the mission and values of Girl Scouting; be willing to subscribe to the principles expressed in the Promise and Law, and aware of the needs of girls in our pluralistic society.

    Typical Physical Needs:

    • Ability to stoop, kneel, bend, reach, stand, walk, push, pull, lift, work with fingers, grasp, feel, talk, hear, and perform repetitive motions.
    • Ability to perform light work exerting up to 40 pounds of force occasionally, and/or a negligible amount of force constantly to move objects.
    • Heavy visual acuity required performing such activities as preparing and analyzing data and figures, using computer terminal and reading.
